Windows 10: sign in option is missing

How can I get to computer if the sign in option is missing? I tried to restart multiple times already.

To change Sign In option, follow the below steps.

• 
  Type Setting in the search area on the taskbar and select
  Settings.

  Select Accounts.

  Select Sign In option on the left panel.

Missing Pin Option in Sign-In Options Menu

The 'I forgot my PIN' option allows me to change my PIN, but the PIN change option is still missing in my Sign-In options. Trying the steps in the link provided doesn't cause this option to appear. Is it a bug in my OS?
