Windows 10: Sign-in options never loads when I go to my Settings

Recently, I had to change 4-digit PIN to 6-digit PIN after I added my work account, and after that, I could not log in to my desktop using face recognition through Windows Hello. Whenever I want to go into settings/accounts, when I select sign-in options it never loads the ellipse travels across the top of the screen forever. I already disconnected my work account, but the issue did not go away.I have Windows 11, version: OS Build 22631.2715, Model: ZenBook UX3404VA_Q420VAPlease help!

Thanks for your response.

I was researching on this issue and would suggest you to perform these steps after signing in to the user account using password and then check.

1. Sign-in to your Windows 10 Administrator account using password.
   
2. Now; open your File Explorer and browse to the location:
   C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft
   
3. Right click on the NGC folder and select
   Properties from the context menu.
   
4. Under the "Security" tab, click on "Advanced" option.
   
5. From the following window, next to the Owner section, click on the "change" link.
   
6. Under the Enter the object name to select option, input
   Administrators if you are using administrator account, or the local user name.
   
7. Click on Check Names and then
   OK.
   
8. Once you have followed all these steps, you should be able to enter
   NGC folder. Delete all the files from the folder
   
9. After removing contents of the NGC folder, add a
   PIN/Face/Fingerprint by following the path: Click on Start Menu > Settings app > Account Settings> Sign-in Options> Add a
   PIN/Face/Fingerprint.

Hello again,

the PowerShell step was executed, however the sign-on options page still fails to load. same behavior: ellipse continuously scroll across the top of the page and nothing loads
