Windows 10: "Sign in" repeats endlessly, sometimes saying "you need to install an app for this task"

Today I woke up and turned on my pc, when it asked to sign in. It said it sent me an email code but didn't, then I couldn't sign in when I restarted my pc and it did send a code. I've already tried the system restore point, didn't work; same issue. I would appreciate some help. Update it now changed the lockscreen background to the default background, and when I click sign in it just goes back to the clock screen.

I suggest you to follow the below steps and check if it helps:

Step 1: I suggest you to end the task in task manager.

• 
  Go to task bar
  
• 
  Right click on task bar
  
• 
  Select task manager
  
• 
  Click on apps and end the task.
  

Step 2: Go to appwiz.cpl and locate to the apps, right click on apps and uninstall apps.

If the issue persists I suggest you to create new user account and check if it helps.

Step 3: You may check the same issue with the new user account.

Try these steps to create a new user account and check if it fixes the issue. Refer to the steps below to create a new User Account:

• 
  Go to Settings.
  
• 
  Choose Accounts
  and then select Other User Accounts towards the left.
  
• 
  Select Add an Account.
  
• 
  Enter a user name and hit Next.
  
• 
  Click on Finish.
  
• 
  Sign out from the current Account and Log into the new account.
  
• 
  Check if issue persists.

I press install, on any app. It says enter Windows Live ID, i do so and click sign in. It says initializing installation. Then it goes back to the sign in screen, and repeats!

I cannot install any apps, and I dont get why this error is happening!

What would be the cause of this?

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.
