Windows 10: Sign screen keeps appearing

My new HP, Windows 10 laptop goes to the sign in screen, even when I'm on the internet or working in Word. It ignores the times I set in power-saver for it sleep. Help!

Hello i did all the steps you said and it said he wasnt disabled at all but still wont appear on my sign in screen

• Sign in to the Your info page on the Microsoft account website.
• Under your name, select Edit name.
  If there’s no name listed yet, select Add name.

My home screen appears black with no start menu

If you can reach the sign-in screen, we recommend that you start your PC in safe mode from the sign-in screen.
Safe mode starts Windows in a basic state, using a limited set of files and drivers. It can help you troubleshoot problems on your PC. Here are the steps:

• When you get to the sign-in screen, hold the Shift key down while you select the Power
  icon > Restart.
• After your PC restarts to the Choose an option screen, select
  Troubleshoot > Advanced options > Startup Settings > Restart.
• After your PC restarts, you'll see a list of options. Select 5 or
  F5 for Safe Mode with Networking.
