Windows 10: Silverlight is not working for LEGO Program

I installed the program for LEGO Mindstorms, but I can't get it to open. The Tech support guy over at LEGO has been working with me, and we have determined that the issue is a Silverlight issue. I have removed and reinstalled Silverlight multiple times with no better result. I have used this https://support.microsoft.com/en-us/help/2608523/how-to-clean-a-corrupted-silverlight-installation-and-then-reinstall-s multiple times and each time it says that Silverlight is corrupt, removes it and is unable to reinstall it. Then I reinstall it from the Microsoft website with the same result. I have also tried this without any success too: https://fileshare.corp.lego.com/t/wfzd9bnv, I have of course restarted the computer several times as well. My computer is a one year old laptop with Windows 10 home. I have Norton Antivirus as well. Any ideas?

In order for us to be able to learn more about the issue you're experiencing with Silverlight, please answer the following questions:

• Have you made any recent updates or change to your computer before the issue happened?
• Are you getting any error messages when opening Silverlight? If yes, what is the exact error message?
• Have you tried to update your Windows 10 to its latest version?
• Have you checked if the same issue persists with another user account on your computer?

Microsoft Throwing Silverlight Under The Bus?

Silverlight it out. Flash is getting integrated into all the browsers. Yay for reducing my fresh install program list.
