Windows 10: Silverlight update problems and old version won't uninstall

I "upgraded" from 7 to 10 a few weeks ago, and since then have been getting errors saying that Silverlight updates are failing. So I researched it on the web and tried uninstalling the old Silverlight manually using Control Panel, while downloading the latest to replace it afterwards. But the old one, dated April of this year, will not uninstall. It tells me that the uninstaller does not have sufficient privileges to uninstall it. WTF?!

WINDOWS 10 PHOTO APP CONSTANTLY CLOSES, CRASHES

Uninstall Microsoft Silverlight. I just traced that to be the problem with the Photo App crashing. A recent update to Silverlight started the problem. After uninstalling Silverlight completely and then updating the Photo App from the Store, all seems
well.

I did a restore from two days ago and then after the Silverlight update the problem started again. So then I restored from the previous day and uninstalled Silverlight. That created the problem again but then updating the Photo App from the Store fixed
the problem.

There's no need to have Silverlight installed. It's worthless.

Oh, I found it. It seems that you have to close ALL browsers, before it will let you UNINSTALL Silverlight. So I managed to uninstall and install the latest.
