Windows 10: Simulate Touch Gestures with a Mouse?

Specifically, I'm trying to gain panning in Excel. This feature was removed in 2010 or 2013 based on my reading. However, it supposedly supports panning by finger on a tablet/touch screen device.

I am not running one of those devices but I was wondering if it's possible to somehow simulate the built in Windows touchscreen behaviour with a mouse?

Thanks for the response.

I have tried the steps you suggested. It showed no issues, except to restart my PC. At the point when I performed these steps, I didn't have the issue that I reported - namely, not being able to use touch-pad gestures. Maybe I should try this when the touch-pad
gestures stop working.

Firefox, mouse gestures available?

Is there a way to get mouse gestures for firefox? I'm using avant now and I'm addicted to them. I can't switch unless something has Mouse gestures.
