Simultaneous Boot AND Shutdown - To the second! Impossible? no..

Windows Event log, Applications & Services, Microsoft, Windows, Operational, Diagnostics-Performance - this is a log I know too well since every Windows 10 system I have worked on has had horrid bootup performance [about 7 or so lately].

In the current Acer ES1 notebook, averaging 60 to 90 second bootups depending on forces of nature, the one consistent feature is illustrated below: the Log shows a Boot Event, AND a Shutdown Event, simultaenous.
I'm thinking this can't be normal, but then I am not a Microsoft Engineer..*Wink..

I guess this is not meaningful, but it is a sign of a seriously botched install or something, somebody help me understand...

No video handshake on boot, no video in media player on N900

I have re-flashed the n900 twice once back to PR 1.1 and then a second time to PR 1.1.1 and then re-flashed the eMMS back to vanilla all while the extras-devel disabled. Still no video, the Nokia name comes out only at startup. During shutdown, there are
    video artifacts on the screen.

I did get a message on the screen in the period that the video startup did show, about a missing of obsolete library, but I've never seen it since.

Windows 10 boot up after upgrade

I have just upgraded my Dell Insperion from W7 to W10. All went well until I tried a start after a normal shutdown.

W10 locked up after a few seconds - rotating spots stopped. I forced a shutdown with the power button and tried again. It booted up successfully.

I have tried the same thing 5 times since and the same always occurs - always a failure after a controlled shutdown but then a second attempt after a forced shutdown is successful.

It also seems to handle an automatic Restart.

I see some discussion from last August but none of it had a solution.

Any progress since then or do I just have to revert to W7?
