Windows 10: Since April 2020 I cannot access my Hotmail emails. code ox80048823 won't go away. Help please

Since April 2020 and after weeks of searching, I cannot access Hotmail emails. code 0x80048823 will not let me access.I have followed instruction, and changed so many passwords with no luck..for months.Is there ANY solution to this.? How can I get rid of that code. I am aware that Hotmail is now Outlook ... still no success I am not too clever on computers.
