Windows 10: Singular website blocked on wifi. WINDOWS 11

Every website works except for one specific one and this is a personal computer that does not belong to any organization. I have already disabled windows firewall and attempted to access the site and it is still blocked. I have tried every cmd prompt command i have seen on the internet to reset Wi-Fi settings and have tried resetting firewall settings to default on the windows firewall app. I spent hours looking on the internet for different fixes Nothing works and the website is still blocked. The website works on other devices so I'm 100% sure its just on my laptop. I know someone has put a

I have googled a bit and found software that can be used to block websites on a computer. I also found another way by using Windows which I would prefer. My problem is I must be doing something wrong. Here is the site that has the steps.

I'm Blocked from a Website in Windows 11

I am unable to log in to a well known big store site although I didn't block. When I press the verification button to prove I'm human it just repeats the command to press and hold verification button. Using alternate method of verification just causes nothing to happen either. I'm using windows 11. I notice in the browser window it lists website address and "blocked" is also showing in the website address.
