Windows 10: slow after latest windows update

After the update, my PC freezes anytime I hover over an icon or unhide my taskbar for about 10 to 20 seconds. It has done this in the past, but restarting the PC brings it back in line. programs don't run slow once opened. it's very frustrating to try to do anything with this problem. can someone solve this?

LATEST UPDATES SLOWED MY PC

Latest updates (August and September) have slowed down my PC.

• Apps works slowly - have slow startup.
• Groove Music works slowly and crashes - have slow startup, slow response and crashes.
• File Explorer works slowly - doesn't display folders, just green progress bar and "Working on it".
• File migration (cut/copy/paste) works slowly - when you copy some amount of files, it needs more time than before and process simply slows down or stops.

So, the problem arose from the latest updates. And I'm not only one who have this problems.

 

Do windows updates slow down the computer?

Basically you might as well have the latest stable drivers on a Opticsl disk or usb drive and then updates thst dont bork the os, install updates, then dtivers and leave the system unplugged from ethernet/wifi then set parameters to prevent windows from updating automatically, save a list of settings you adjudted judt incase sn os update resets it to default etc.

W10 sounds more like a pita than it's worth to install...
