Windows 10: Slow Download Speeds only on Windows 10

I am on Windows 10 1909 and have Spectrum's 400 mbps plan. Every other device is fine except for my main PC, which I'm lucky to pull 150 mbps and often pull 105-110, however upload is fine at 20 mbps, which Spectrum confirmed is the correct upload speed I should be receiving. Originally I had thought I narrowed it down to a damaged Ethernet cable (I have a long one, I think 50 feet, which goes into a unmanaged Gigabit switch in my room) running from where the modem is to my room, because I tested with an Xbox One directly connected to the modem and my speeds were fine.

However, I had an idea to live boot Ubuntu and see if I was getting the correct speeds. So I downloaded the ISO on my phone, made a bootable usb stick, fired up Ubuntu and went to test and to my surprise, I was getting 475 mbps download, and 20 mbps upload, narrowing down the issue to Windows. Is there a setting that could be causing this? I've previously tried many things to fix it on Windows (dns flush, reset network settings, changing duplex) none of which did anything. This also randomly happened, I never changed any kind of network setting except for the DNS which I changed through my router, not through Windows 10, and it didn't happen after I installed anything, I just woke up one day with my download speeds crippled. Did a full scan with Windows Defender and Malwarebytes as well, both found nothing.

Is there any way I can fix this without doing a full wipe and reinstall of Windows? I would really prefer not to do a full wipe because then I would have to go through installing everything again.

Microsoft store download speeds and windows 10 app load speeds are very slow

• The latest update I have showing is "2018-02 Cumulative update for Windows 10 Version 1709 for x64 based system KB4074588"
• I've tried all the below steps suggested by Eeshwar Kumar in this link: Why is Windows Store's download speed so slow?

Windows 10 download speed issues

Try this method:

• First of all from Start Menu, open Settings (Type settings in the search bar and it will appear).
• locate and select “Update and Security“.
• in this window, Locate “Advanced Options”. Click on it.
• In Advanced Options; Click on “Choose How Updates are Delivered“.
• Turn off Updates from more than one place.

Your system will not work as a seeder for other Windows 10 users. It will give sudden boast to your Slow internet speed.
