Windows 10: Slow download speeds using External Win2USB SSD

Hello,

Every time I fresh install windows 10 on to my external SSD for gaming, the download speeds are fine around 12/mb (should be getting 15mb/s). After a few weeks, it just stops working. This is an issue specifically with External windows. My main NVMe drives are fine. Some points:

1. Downloads are now capped at 1 - 1.4mb/s, opposed to 15mb/s, from any vendor, STEAM, google drive, etc.
2. Sometimes, when I connected to my neighbors wifi, then switch back, it resolves. But not anymore.
3. This is a samsung pro 840 ssd via usb 3.0.
4. MSI GS66 laptop with 6core and 2070

Before you ask me to check my router, internet connections, drive, cables, etc, that is NOT the issue. All other computers in the house download fine, including this laptops main NVMe SSD. It's Windows being on an external drive. When I asked other forums for help, their answer is always "External Windows is no longer supported, it's pretty much just glitchy and broken".

Anyway, if you guys solve this, you're seriously geniuses. This laptop is for work so I like to have my games on a portable SSD.

Slow download speed after creating Hyper-V External Virtual Switch

Hello.
After buying a new PC (its specs are on my profile), enabling Hyper-V and creating a new External Virtual Switch, I notice that the download speed drops dramatically. My internet conneciton is 1Gbps down and 200Mbps up.

Without External Virtual Switch:

• Speedtest (I get 944 Mbps download, and 214 Mbps upload) --> Speedtest.net by Ookla - My Results
• CPU usage while on Speedtest (no core is maxed out):

• Iperf with a host on the same LAN (upload 911Mbps, download 777Mbps):

• Lan Speed test (746 Mbps upload and 716 Mbps download):

With External Virtual Switch:

• Speedtest result (I get 378 Mbps download and 212 Mbps upload) --> Speedtest.net by Ookla - My Results

• CPU usage while on Speedtest (notice the first core is fully maxed out):

• Lan Speed Test (742 Mbps upload and 596Mbps download):

• Iperf with a host on the same LAN (upload 861 Mbps, download 583 Mbps):

• CPU usage while on Iperf (download) - Notice, once again, Core 1 fully maxed out​:

Conclusion

When the External Virtual Switch is enabled, I assume the download speed is lower due to the fact one CPU core is being maxed out, my question is why? Why isn't the load spread throughout the cores?
Is anyone experiencing a similar issue?

Have you set the number of cores to 8 in hyer-v settings (virtual processor). No idea otherwise.
