Windows 10: Slow internet on my windows 10 pc. Everything else on network is fine. Please help!

Everything on the network gets the 100mbps download speed just not my Windows 10 pc I only get 13mbps. I’ve made 3 different builds over the last 5 years and done complete wipes, reformatted everything, and reinstalled windows 10, multiple times. Tried a lot of things the internet said it could be to figure it out and have not yet found a solution. Always had the issue on all builds and reinstallation of windows . My buddy brought his pc over and got 100mbps speeds!! I typically use WiFi connection, but have tried Ethernet cable and still have the same issue with 13mbps. Internet speed check s

• Have you tried connecting to some other Internet connection and check if the same issue occurs?

We suggest you to connect your system to some other network and check if the same slow Internet connection issue persists. If no then there must be issue with your Internet connection.

Internet slow but not in Safe Mode with Networking

My internet (i.e., loading webpages) is super slow, taking ~1 minute to load each webpage. However, the internet works fine in safe mode with networking. The Internet on other computers and devices on the same network is working fine, suggesting the problem
is the computer. I tried resetting TCP/IP and WINSOCK in the command prompt which helped (previously it was taking ~5 minutes) but obviously things are still slow with 1 minute. I have a SONY VAIO with Windows 7, 64-bit.
