    I have an Acer Swift 3 with these specifications Processor IntelR CoreTM i7-8565U CPU @ 1.80GHz 1.99 GHzInstalled RAM 12.0 GB 11.9 GB usableSystem type 64-bit operating system, x64-based processorEdition Windows 10 HomeVersion 20H2Installed on ‎4/‎27/‎2021The hard disk which has windows installed on is a Kingstone SSD.A couple of days ago it started running really slow and it became laggy out of no where. I noticed that whenever I open task manager I find system interrupts taking up 19% of the CPU for around 3 seconds and then the process goes down to 0.1% I tried1.

    CPU Maximum frequency stuck at 22%

    I've noticed my Dell Inspiron 5570's CPU usage in task manager has been stuck at a very low number, around 10 - 20% recently and as a result is slower than usual to the point where even simple applications such as Youtube take minutes to load if they manage
    to. I found the cause to be the CPU maximum frequency to be 22% at all times according to the resource monitor. My brother's laptop's maximum frequency fluctuates between 80 and over 100%, and so I presume this is what should occur. To fix this, I have tried:

    - Restarting the computer

    - Taking out and reentering the battery

    - Updating Windows

    - Setting the power plan's minimum and maximum CPU usage for on battery and plugged into 100%.

    - Create a new power plan with 'high performance' and 100% minimum and maximum CPU

    - Uninstalling and reinstalling the Microsoft ACPI Compliant Control method Battery

    - Checked the temperature which appears to be normal

    Any help would be greatly appreciated

    Tl;DR My laptop's CPU usage won't go above 22% even though the power plan tells it to

    CPU stuck at maximum frequency....

    I have a lenovo z510 laptop, running win 10 with the latest updates.

    i7 cpu, 8g ram and discrete graphics GT 740m, also with the latest drivers

    installed.

    The question is, why is it that my CPU frequency is running at full max

    even though it's cpu usage is somewhere running around 8 to 20% even

    when it's only in idle? ex. 19% = 2.99Ghz. or 8% = still at 2.99Ghz.

    My power option is set to Balanced (recommended)...

    I've made some observation, switching between the three power option,

    the cpu seems to stuck at their pre-configured settings. There's no "THROTTLING"

    going on. Say you're doing some video conversion, playing a game or

    anything that stresses the CPU, it should compensate for the load being applied.

    This does not....

    Hopping for a solution.

    Who do I believe- CPU frequency monitoring software?

    The obvious question, how did you overclock?


    Different programs utilize different readings. Some utilize the minimum reported constant frequency. Some report the frequency dynamically, as speed stepping alters the frequency dynamically. Some report the maximum frequency measured.

    As there are different values monitored, all are "correct." As far as which one to trust, Intel's program was designed to show the information most beneficial. As such, if you want to know maximum frequency it isn't a bad place to start. If you want accurate dynamic frequency readings I suggest Speedfan.
