Windows 10: Slow PC Xbox Store/Windows Store download

So I'm not really sure how to classify this post. I owned Forza Horizon 5 and had it installed for awhile, one of my drives got corrupted so I'm having to reinstall it as of currently Forza was installed on my D: Drive, in the process of reinstalling onto my E: drive. The issue I'm having currently is my download speed, I'm fluctuating anywhere from 100-300 kbps to 0 b/s. I'm not sure what to do to resolve the issue of making it download faster/more efficiently. I've checked forums dating all the way back to 2016, reddit posts going back 2 years ago, I've tried everything they've said like :

Downloading is Slow from Store.

Step 1:

I suggest you to clear Windows Store cache and check if it helps.

Follow the steps below:

• Press Windows logo key + R.
• Type wsreset.exe on Run window and press enter.
• Check if issue persists.

Try to run the sfc scan and check if the Windows store downloads faster:

Run a System File Checker (SFC) scan to check for any file corruption.
SFC scan will scan for corrupt system files on the computer and repair them.

• Press Windows key + X, click
  Command Prompt (Admin).
• In the Command Prompt, type the following command, and then press ENTER:
  
  sfc /scannow

Slow Windows Store downloads

Hi everyone,

I'm getting really slow download speeds when trying to download from the Microsoft Store (50 megabit roughly). I've tried to download several games and they're all the same speed. My internet speed is fine (380 megabit) and everywhere else downloads at around
this speed, so only the Microsoft Store is affected.

Upon a lot of searches for results I've tried the following without success:

• changing 'delivery optimization' options.
• changing the above in 'group policies' (as well as trying 'bypass' etc)
• ensuring the date and time is set to automatic.
• using wsreset.exe with and without administrator rights.
• signing in and out of the Microsoft Store.
• resetting the Microsoft Store in apps and features window.
• restarting computer (obviously!)
• disabling the 'xbox auth' service
• using the Microsoft Store troubleshooter (doesn't give me any solutions)

I'm struggling a bit now... please help! Any ideas?
