Windows 10: Slow upload speed over WiFi

I have just had my internet upgraded to full fibre and get 500Mbps upload & download.I have multiple devices on the WiFi network and they all get at least 200Mbps upload and download, all except my desktop PC which gets 500Mbps Download but only 4Mbps Upload.I have used my Android phone and laptop at the exact same location as my desktop and get over 350Mbps upload and download.I have been using SPEEDTEST by Ookla to check the speeds.I need help to figure out why my Desktop PC is so slow.It has a Aorus Gigabyte GC-WBAX210 wifi card installed with the latest Intel drivers.Any suggestions on

slow upload speed while using wifi on laptop

I have a problem with wifi upload speed. It's too slow. When I do speed test the download speed is good (about 60 mb which is good in relative to my internet provider and country). But the upload speed begins at about 17 mb (which is good) then decreases fast to less than 1 mb. the problem occurs only while using wifi in the laptop ,and doesn't occur while using ethernet, and doesn't occur while using other devices with wifi. I am using windows 10. I will be glad for help.

I'm embarrassed I didn't think of plugging the ethernet into another computer. Anyway, the result is that the speed on a laptop with the same cable is 91 Mbps download, 39 Mbps upload.
A couple of other puzzles: One is that the download speed on my desktop was around 900 Mbps, which is insanely fast, but the upload speed was under .2 Mbps. Now, after going through several of these iterations of remedies, the upload speed is still extremely slow, but the download speed is now around 32 Mbps, which is about 4% of what it was. But to my surprise, with a download speed of around 30, I don't notice too much difference for what I do. Anyway, awaiting your next suggestion.

With regard to re-installing Windows 10, even with keep my files this seems to be way over the top, as it removes apps and drivers. I find that a bit terrifying.

 

WIFI Upload speed slow (throttled down)

WIFI upload speed is so slow on windows 10, 0.4 MB, compared to 3 MB when running on the same device from linux. The issue happens on 2 different devices, which rules out a device issue, and is running perfect from linux, which rules out a network or device
issue. Speed is fine when using a wired connection, and download speed is always good in all cases, 38 MB. Upload speed is fine when running tests from my android phone as well.

So the only situation where the upload speed throttles to 0.4 MB is when using WIFI on windows 10.

Solutions i've tried include DisableTaskOffload & "netsh int tcp set global autotuninglevel=disable", booting in safe mode, uninstalling-reinstalling drivers, resetting internet connection, updating windows, searching for drivers update in device manager,
and more.

Seems to be a windows 10 issue, trying to throttle down upload for some reason since it is happening on two different devices with different configurations, and as it is working fine on linux on the same devices.

Appreciate any feedback or proposed solutions.
