Windows 10: slower than normal for internet to connect

I started having a problem this AM that when I power up my PC the internet is slower to connect. Usually the internet connects in a few seconds now its more like 10 secs. no that long but not normal. Also, when this is happening the internet icon in the taskbar flashes that it's trying to connect, then the globe appears and there no internet connection and then it connects. It also creates network #4. I've never scene network #4 before. I contacted Verizon and they checked there equipment-router and ONT box. They rebooted both devices. I'm getting full speed-300mb. They said all there equipmen

Progressively Slower Internet

For months I have been trying to understand why my internet connection becomes progressively slower as I use my Dell XPS8700 PC. I seem to have read every "solution" on the internet, and tried most of them, but nothing makes any long-term difference. My
one solid clue is that a restart "cures" the problem (ie normal internet speeds return) but then the same progressive slowing starts all over again. A normal shut down and startup of the PC does not "cure" the problem in the same (temporary) way.

Any suggestions would be more than welcome!

  Click "Search" and type "Troubleshooting" without quotes and hit enter.

If you cannot connect to Wi-Fi or use the Mobile Data on your HTC 7 Mozart device, we suggest that you follow the steps given on
Lumia troubleshooting and repair. After each step, check to see if your issue has been fixed.

• For issues connecting to Wi-Fi networks, select Connectivity > My phone has problems connecting to Wi-Fi networks, then follow the suggested steps provided.

• And for issues connecting to the internet using a mobile data connection, select
  Connectivity > I cannot connect to the internet using a mobile data connection. Make sure to select the next options given if the problem persists.
