Windows 10: Slowing down

Can anyone really explain what slows down your computer over time? I have a couple windows 10 machines in my home and both are slowing down so much its frustrating. They take 10-20 minutes to start up and become useable. Once started they both suffer from long bouts of "not responding" when opening applications. Sometimes up to 2-3 min.

I've run a bunch of "DISM" checks and scandisk on both and have found nothing.

Does the sheer volume of files (and emails) slow things down? They are slow without even trying to open email though. I've been trying to clean things up but it doesn't seem to be making a difference.

Searching google is frustrating because everyone just wants you to install their app to clean up/speed up your PC...

I do run CCleaner regularly and I have Malware Bytes and Windows defender up to date. Windows 10 is also up to date.

Constant script errors and slow loading pages in 10 internet explorer 11

I have done the steps listed above. They have not helped and I am still getting constant script errors, along with slow loading pages. Are there any other suggestions?
