Windows 10: Sluggish, unresponsive cursor

I've had continuous issues with Windows 10. It's been about 2 weeks since my last clean install. Two months ago I added 2- 8GB DDR4 Corsair modules, now running 32GB. After a couple driver updates, and Windows updates, and a bluetooth dongle & keyboard upgrade my mouse cursor will sporadically stop, and start again. Even when it is working it is very sluggish. I've double-checked all my Windows updates all of my drivers, I ran System File Checker, and scanned the system with Malwarebytes/Windows Security/ Malwarebytes spyware with no infections. Even did a system restore back a few days prior to the issue. The restore seemed to work at first. Now after reinstalling the new keyboard, and Bluetooth dongle. I double checked my driver's again, in that process Windows picked up updates again. Frustrated is the politically correct word to post on an online forum. I do classes online and don't have the time reinstall a clean OS every 2 weeks. This is a custom PC that I use for school, and for recording music.

Anyone else have this issue? I don't know what to do next.

Windows 10 Email will not open. cursor is unresponsive

updated to windows 10. My email worked fine at first. Now it comes in but I can't open it. It lists what they are but can't open them . The cursor is unresponsive when I click on anything on the page.

Thank you both for your prompt replies, I tried all steps listed, some I had tries previously but I still tried them again, but still no cursor.

Do you have any other suggestions?

Downloaded Windows 10 on my laptop from 7. Veeerrryyyy slooooow to boot up. I finally get to my desk top and my cursor is unresponsive. I don't have a mouse, just the touch pad. I can't even back out of 10 and reinstall 7 because my cursor will not move.
Hard shutdown every time because I can't reach the shutdown menu. What's up?
