Windows 10: Smartscreen can't be reached right now.

Woke up this morning to this issue with DL apps. I checked SmartScreen settings and seem ok.
Ran WD scan and was ok.
I ran MBAM and I did get an error with SDKDatabaseLoadDefaults failed with code:20012, so I ran there cleaner app and installed newer version 3 (was on 2.2). Anyway ran that and came up clean.

Thinking maybe MS servers are an issue, I tried my 1803 VM and the same issue came up with SmartScreen.

I did Run SFC/scannow and dism /online /cleanup-image /restorehealth just to see and all good.

Of course, I can disable it but was wondering if others happen to have this.

PS: I have my network set to public (been like this for a long time w/o issues), I saw a someone post saying it needs to be private but couldn't find any sources to this.
