Discus and support snipping tool and other icons have stuck pixels not monitor, cord, or gpu in Windows 10 Gaming to solve the problem; I'm just dumbfounded.     I'm just dumbfounded. I replaced the cpu, mobo, ram, and psu for a new build after this happened, after that I decided to try the psu on my older PC and it did the same thing to that PC, with the replacement parts, the only part that was the same was the PSU power cable.The picture with windows search bar is to show the "Snipping Tool" icon, and the "My PC" icon. It's a good example of the patchiness/stuck pixels. It's not the gpu, display cables, or monitor. It's also very consistent, what is messed up doesn't change.     Please try this:

    Step 1:

    Click Start, and type Snipping Tool.

    Right-click Snipping Tool from the search results, and click App Settings

    Click Reset,

    Click Repair.

    Note: In Windows 11, there is no Snip and Sketch. It comes pre-installed with the new Snipping Tool (which replaces the old Snipping Tool and Snip & Sketch apps)

    Step 2:

    Turn off Focus assist if it's enabled

    Step 3:

    Open Services.msc and make sure that the following services are set to "Automatic" and running:

    • Windows Push Notifications System Service
    • Windows Push Notifications User Service

    In Win10 type Snip into the search box in your primary monitor toolbar. Snipping Tool will show up at the top of the list.
