Windows 10: Snipping Tool & Phone Link not working

Hello all,I'm having a problem with the Snipping tool & Phone Link apps, they won't open.As you can see below it looks like they are trying to update. When I open the store I click on update beside the Snipping tool and I get the error message below.It was working fine until I installed the latest updates and then both stopped working. I even reset my Surface to a full backup I had and everything worked until these updates were installed.Anyone know how I can get them to update and work again?Thanks in advance,eric

Please try this:

Step 1:

Click Start, and type Snipping Tool.

Right-click Snipping Tool from the search results, and click App Settings

Click Reset,

Click Repair.

Note: In Windows 11, there is no Snip and Sketch. It comes pre-installed with the new Snipping Tool (which replaces the old Snipping Tool and Snip & Sketch apps)

Step 2:

Turn off Focus assist if it's enabled

Step 3:

Open Services.msc and make sure that the following services are set to "Automatic" and running:

• Windows Push Notifications System Service
  
• Windows Push Notifications User Service
  

 

Snipping tool freezes after right clicking on any snipped image, while Phone Link is running

1. snip anything with snipping tool
   
2. goes into edit mode
   
3. draw anything using the red pen tool
   
4. right click on the snipped image
   
5. snipping tool froze (right click option doesnt come up, window cant be moved, red pen tool still working though)
   
6. nothing can be done to unfreeze it (had to end process in task mgr)

could not find any related solutions on the internet, and it wasnt like this before, so i started checking around some recent apps i've got running. finally phone link was the culprit. if phone link isn't running, snipping tool works just fine :/
