    Snipping Tool

    I think you would need to do two snips then join the resulting images together using a 3rd party app such as Paint.net

    Snipping Tool

    Go to C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Accessories right click it and select either pin to start, pint to taskbar or send to > Desktop as shortcut.

    Or you can find it in start >Windows Accessories> Snipping Tool
