Windows 10: So I used to have 200mbps+ download speed but now I only have 8mbps

I am connected Via ethernet
My netcard is Realtek
my specs are CPU:AMD FX(tm)-4300 Quad-Core Processor
My Gpu is a GTX 1050 TI
I have 16 gigs of DDR3 ram
My plan for my service is the spectrum 220mbps

And I have used multiple internet speed test and I only get 8 mbps highest but when I download something I only get 1 mbps or .5mbps

I also have tried reseting my router and all that stuff so please can some one help me with this

Slow Download Speed

• I would suggest you to test the speed using any of the speed test website or app to confirm the upload and download speed.
• I also suggest you to reset the wireless router to check if that helps.
  
• You may plug in the Ethernet cable if available and check the speed.

Microsoft store download speeds and windows 10 app load speeds are very slow

Hi Riel,

• The latest update I have showing is "2018-02 Cumulative update for Windows 10 Version 1709 for x64 based system KB4074588"
• I've tried all the below steps suggested by Eeshwar Kumar in this link: Why is Windows Store's download speed so slow?
