    Hi.

    This is regarding the same issue as posted 2 years ago, but since that thread is locked now and the issue still not fixed, I create another post.

    Old post, same problem:

    Issue:

    When some programs (e.g. Firefox or Chrome, but not Edge) access a file (upload or download), the program will become temporarily (ca. 5s) unaccessible for mouse interactions (clicking). The keyboard keeps working. Only after those 5 seconds, the file transfer begins.

    This has been an intermittent and recurring issue since Windows 7 or earlier. It also occurs on a fresh installation of Windows 11 Pro.

    Thank you for reaching out here in the Microsoft Community.

    In your description, when you transfer a file on your browser, the mouse gets stuck. I also checked out the thread you provided.

    I noticed that you mentioned that you tried an in-place upgrade, and also that this issue occurs on fresh installations, so it may not be a system issue.

    I note that the issue is simply that the mouse is unable to interact while the keyboard works, so that doesn't rule out a mouse issue either, have you replaced the mouse? Have tried updating the drivers for the mouse? Please try this and see if the problem still occurs. If you have tried, please ignore this piece of advice.



    You can also troubleshoot other areas by following these steps

    Check the RAM:

    Tap Windows+R, type MdSched, and tap Enter to open the memory diagnostic tool

    Tap Restart Now and check for problems

    Follow the prompts, wait for it to complete, and check the report to see if any issues are detected.



    Check the hard disk:

    Search for cmd and run it in administrator mode

    Type chkdsk c: /f

    Wait for the check to complete and see if the problem is checked and fixed.

    Disclaimer: Run chkdsk to check the file system and file system metadata of the volume for logical and physical errors. To avoid causing unnecessary trouble, please follow the above steps step by step and do not interrupt or cancel during the run, and make backups of important data.



    Use System File Checker to check system files for errors

    1. Search for CMD, find the command prompt, and choose to run in administrator mode.

    2. Enter the following commands one by one, and be sure to execute the next command after the previous one is completed.

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    SFC /Scannow

    3. After the scan is complete, you can check the scanning information to see if the problem has been detected and fixed.



    In addition, some third-party software may indeed cause this problem, and to troubleshoot this possibility, I recommend trying a clean boot which starts Windows with a minimal set of drivers and startup programs.     These steps of “clean boot” might look complicated at first glance. However, to avoid any trouble for you, please follow them in order and step-by-step.

    Please note that in clean boot, don't open more than one software at one time, please open the software one by one, and then after each time, check if the same problem appears, when you find the problem, check which software is opened to cause the problem, and then please uninstall it and check again if the problem appears.

    Before going through all your suggestions, I want to make sure the issue is communicated correctly.

    The mouse does not get stuck, but all clicks on the program result in the Windows sound effect ("ding") that indicates an invalid click. The mouse can still move the cursor and interact with all other parts of the screen and other programs, during said 5s time period.
