I can't find my original post on this issue, which developed following the latest WIN10 update 1903, I spent days trying to fix it. After trying all previously suggested solutions, the problem remained. I then accessed the UEFI blue-gray screens and changed the USB Wake Up setting from Disabled to Enable.

As I attempted to Restart WIN10 with the mouse, I was prompted to set up a logon password and PIN. I then accessed WIN10 (user) Accounts and I removed the tick (check) in a box entitled "Require password upon Restart".

Restarting using the mouse or keyboard now works 100% ok without the need for a password and / or PIN.

    :)

Solved - by changing mouse settings

After trying everything suggested in this thread and others, I decided to replace my mouse. The troublesome mouse was a Logitech G7 wireless mouse. I think my problem was intermittent and related to the mouse wireless itself. I now have a Logitech G502 and no lag at all. It's wired USB. So for now my problem is solved.
