In 2023 a user posted the question "Windows 11 safe mode boot missing Startup Settings option", which was never solved. That thread is locked so I can't reply with the solution. For all the people hitting this as they try to recover from the Crowdstrike issue, here it is...If you're trying to get into Safe Mode, but you can't because there's no Startup Settings option on the Advanced Options screen, and if you try to pick Command Prompt and enter bcdedit but it says:X:\Windows\System32\bcdeditThe boot configuration data store cannot be opened.The requested system device cannot be found.and you

We are deploying new desktops with Windows 11. I was writing up procedures for booting in safe mode in Windows 11. There were many options to get to Troubleshooting option but all methods had steps :

1. After the computer restarts to the Choose an Option screen, select Troubleshoot > Advanced Options > Startup Settings > Restart.
   

When I select the Troubleshooting option, my Advanced Options screen does not have a Startup Setting option. My only options are Startup Repair UEFI Firmware Settings

Command Prompt System Restore

Uninstall Updates System Image Recovery

Agreed. That's the recovery partition. I must admit that I'm not sure why "Safe Mode" is missing from Advanced Options for you.

If you like, you could try doing a repair install of Windows 11 below, then see if you are able to boot to Safe Mode from a cold boot.

Startup settings option missing - can’t start in safe mode

I can’t get windows 11 to boot and it keeps going straight to WinRE.

I want to start in safe mode but the ‘startup settings’ button is missing. I can’t seem to get anywhere with any other options in WinRe to fix the boot problem either.
