Windows 10: Some apps do not work via cellular data for example AnyDesk or hotspot

When I am connected via cellular data there is a SIM card in my laptop most my apps including Edge, Skype, TeamViewer, OpenVPN, WhatsApp, Zoom can connect to the internet. But some can't, for example: "AnyDesk". Besides when I try to use my laptop as a hotspot share my cellular data via WiFi, the hotspot is created but with no internet. When I put the same SIM card in my phone and share cellular data to my Laptop via WiFi – everything works fine, including AnyDesk. When I plug in an internet cable into my laptop and turn on a hotspot – everything works like a charm.But with cellular data

Use Cellular data for non UWP/WinUI apps

Create a mobile hotspot with your Windows 10 Mobile phone to share your cellular data connection with other devices. This uses cellular data and depends on your phone plan. Here's how to share your cellular data connection over Wi-Fi.

• On Start, swipe over to the All apps list, then select Settings > Network & wireless > Mobile hotspot.
  
• For Share my cellular data connection over, choose Wi-Fi.
  
• Select Edit > type a new network name and password > Save.
  
• Turn on Share my cellular data connection with other devices. Wi-Fi can’t be used when mobile hotspot is turned on.
  
• To connect on the other device, go to the Wi-Fi settings on that device, find your network name, select it, enter the password, and then connect.
