Windows 10: Some desktop icons not retaining their positions after restart

I'm in the middle of doing a few updates and troubleshooting steps for a couple unrelated issues, and this has cropped up in the process of doing so; whenever I restart my computer now, the icons on my desktop are always in the same location. See that smoothies.txt popped out to the side?

After I rearrange my icons and restart, they're reset. This behaviour also happens if I choose to put my display only on monitor 2 and then back to extended / PC screen only. But what makes it even weirder is that it only seems to affect those items - Unity, smoothies.txt, and GeForce Experience.

I tried, for testing's sake, to move the Audacity shortcut out to the centre of the screen, and that keeps its position when I switch monitors or restart. It's so odd.

Thus far, I've tried rearranging the icons and deleting iconcache.db in Appdata/Local and right-clicking the desktop -> refresh. Neither have worked thus far.

This happened after I A: updated and reset my bios and B: installed Geforce Experience (which created its desktop shortcut) and updated to the latest Studio Driver for my GTX 1660. I've heard some say that this is linked to nvidia updates in threads about the general behaviour, but searching for it in a context of Geforce Experience turns up nothing beyond complaints about resolution changes once (and only once) after each driver update.

How to prevent desktop icons from changing positions

There are various reasons why you're experiencing the issue. Let us isolate your concern by enabling the
Auto arrange icons option, and then disabling it to see if the issue will persist. To do this follow these steps:

• Go to the Desktop screen, and then right click anywhere.
• Hover your mouse on View.
• Select Auto arrange icons.
• Restart the computer.
• After restarting the computer, check if your Desktop icons are still in the right position after clicking the
  Auto arrange icons option.
• If your Desktop icons are in the right position, repeat steps 1-3 to disable the
  Auto arrange icons option.
  
• Customize the position of your Desktop icons.
• Restart the computer.
• After restarting the computer, check if the issue will occur.

When you drag desktop icons to a certain position on your desktop, they are supposed to stay there, unless you use the sort and auto-arrange feature of your desktop. Just for clarity, are you experiencing any issues with your desktop icons? If you are, kindly

Saving custom desktop icon positions

Thanks for responding. The icons stay where I put them until I refresh or restart. Unchecking Align Icons to Grid does not solve the issue. Nothing
happened when I pressed F4 or F5 so I had to shut down and therefore wasn't able to restart in safe mode.

Looks like I'll end up taking my system back to the Geeks (45 ml drive) to see if they can remedy my issue.
