Windows 10: Some Language Input Packs Need Admin Account to See e.g. Chinese Handwriting

Hi, I have gone through too much pain and I hope the search engine picks this up as an answer/potential issue when trying to set up language inputs so someone else doesn't go through this pain as well.If you're not on an admin account when installing languages, you cannot see as many options as when you're on an admin account, and Windows 10 does not tell you this which is pretty problematic and led to a lot of hair tearing. See below. For my specific case, I cannot install the handwriting options for Chinese, only the display language option on a non-admin account. However, if you're on an

Cannot enable Chinese handwriting input

Hi Katrina,

Just to be clear, I can input Chinese through the keyboard. I just cannot enable handwriting input.

I have already added Chinese (tried all 5 available).

Perhaps you might enlighten me on how to do that.

On Microsoft's own website, there are no download links for any language pack for Windows 10.

I went to Language Control Panel (Control Panel\All Control Panel Items\Language)

=> Add a language

=> Chinese (Traditional)

=> Chinese (Traditional, Hong Kong SAR)

=> Add

=> Chinese (Traditional, Hong Kong SAR)

=> Options

Windows display language ------

A language pack isn't available.

No buttons or links for downloading.

I've done this for all 5 Chinese languages available.

I have also gone to Settings > Region & language > Languages > Add a language

After adding a Chinese language > Options

There is nothing under "Language Options" (sometimes this label doesn't even appear).

Under Keyboards, there's Add a keyboard.

Again, I've done this for all 5 Chinese languages available.

Just in case you're wondering, I'm using an Administrator account.

 

Chinese Handwriting Input on Window 10

Hi, since I updated my Window 10 recently, I lost my writing pad for Chinese handwriting input.

I tried to reinstall the handwriting software from the language option as follow:

All Setting

Time and Language

Region and Lanuage

Under Add a language, choose Chinese (Hong Kong SAR)

Click Chinese (Hong Kong SAR), and enter Options

Download Language Pack ----OK

Download Handwriting (48MB) -----Failed

Click the error message, it shows a list of optional features, but no Chinese Handwriting.

My Window 10 version 1709 were updated successfully.

Where can I find and install the Chinese Handwriting (48MB) so that I can use the mouse to input Chinese handwriting?
