    Settings can't be opened using the built-in administrator account


    Hello,
    Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
    I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
    I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
    Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
    I can access settings in Safe Mode but this will not allow me to create a new account.
    Any help/suggestions will be greatly appreciated.

  3. Uninstalled a language, Basic Typing in "Manage Optional Features" still present.

    Thank you for replying.

    Where did you get that error code and what is the complete error code/message that you get?

    Meanwhile, try the below methods and check if this helps.

    Method 1: Uninstalling Language Pack.

    Before trying the below steps, install the Polish Language again and then follow the below steps.

    • Click on the Start Menu > Search for Command Prompt >
      Right-click on Command Prompt > Click on Run As Administrator.
    • Once the Command Prompt is up and running, type the following command and hit
      Enter.

    Lpksetup /u


    • Then, select the language > Click on Next to uninstall the Language Interface Pack.
    • Restart the computer once after the uninstallation is completed and check if the Polish Typing is still present.

    Method 2: System File Checker.

    If the issue persists, then I suggest you to follow the steps mentioned in
    Using System File Checker in Windows 10 and check for any system file corruption.

    Once you check for the system file corruption, try the steps mentioned in my previous post and run those commands and check if it uninstalls the Polish Typing.

    Give it a shot and let us know of any changes.

    Some Settings Are Managed by An Administrator in Settings

    I just upgraded a PC to v1903. Now in one of my user accounts I see the message below in the Privacy section of Settings for many Options - Some Settings Are Managed by an Administrator.

    This message wasn't present before the upgrade and I have nothing set in Group Policy. The message is not shown under Settings in the admin account or in other accounts.

    Is this normal behaviour for v 1903?
