Windows 10: Some windows 10 issues, need explanation

Hi everyone
I know this question might seem dumb, asking here but i had no other way to know about this.

I have been using windows 7 from a long time and a big fan of it. I got windows 8.1 laptop and tried hard to be used to windows 8.1 but unfortunately i couldn't. Its a big NO for me. One of main thing which i hated in 8.1 was the absence of aero blur feature of 7.
I saw in pictures and images of 10 that it has aero blur in taskbar and start menu but i wanted to ask, does it have it on windows borders as well? also on top bar of every window (having close, maximize and minimize buttons) same like windows 7.

One more thing i wanted to ask. I had been using the windows 10 TP version for sometime but it was very glitchy so i uninstalled it and waited for the final version to come and then i try it before purchasing for the license. I found a strange problem in windows 10 TP that when i change the desktop wallpaper, the taskbar freezes for a moment, say like 1-2 seconds before applying the wallpaper and changing the color or taskbar. Does ti happen same in RTM final version?

So you mean there is no way for me to install the Anna even though the language is set ot Chinese? Because I heard that if I update to Anna, the language packs will be lost. Im just trying to find a way to able to get Anna but also retain my language packs.

 

Transparent effects are only used in start menu, taskbar and action center.

 

Nope, no aero effects for windows in W10.
