Weird Bars on Desktop AGAIN

I made a post on this a couple days ago (Weird Bars on Desktop) and after me and WilliamDz were
able to "fix" it I thought it was over. I was wrong. Any more ideas or new ideas? Here is a .nfo file if needed System Info File.
Here is a picture.

in compatibility mode and check if it helps.

Follow the steps below on how to install the
Team speak 3 in compatibility mode:

  Right click on the setup file of the
  Team speak 3 and select “Properties”.

  Select “Compatibility” Tab.
  
• 
  Place a check mark next to “Run this program in Compatibility mode” and select operating system from the drop down list.

  Let the Team speak 3
  install and then check the functionality.

Method 1: Run the Troubleshooter.

To do this, please follow these steps:

  On the search bar, type

  Click on
  Windows Store Apps
  to run the Troubleshooter.
  

After running the
Windows Store Apps Troubleshooter, run the
Windows Update Troubleshooter. Kindly follow these steps:

  System and Security.
  
• 
  Click on

Method 2: Reset Windows Store.
