Hello.Something's up with my windows.I can't get acces to any file or any windows setting or app.System restore is not working.When I open any fle it says:"you dont have appropriate permission".Please help.

System Icons on taskbar

Are you referring to the clock system icon on the taskbar?

If so, I suggest you to follow the steps mentioned below:

• 
  Click on the search bar on the taskbar.
  
• 
  Type system icons.
  
• 
  Under Turn System Icons ON or OFF, turn On the Clock and check with the issue.

System Restore - System restore failed to extract the file ...... (0x8007005) error

One of the possible reasons why the error code 0x8007005 occurs when performing system restore is due to corrupted system files that caused software conflicts. Since you have tried several steps to resolve the issue, we recommend that you
perform a System Restore in safe mode. To boot your device in
safe mode kindly click on this link. This will start Windows in a basic state, using a limited
set of files and drivers.
