Windows 10: :- Something went wrong Access is denied. More details... Refresh the page

I have been getting this error few a few days now when I try to login to my MSN email on my laptop. There does seem to be many people with the same problem/error. So far my interaction with Microsoft has been very time consuming and totally unhelpful. In fact I am worse off now than before I took their advice. No one has actually admitted that there is a problem despite the many discussions on the subject across the internet. I have been lied to, fobbed off and on 2 occasions hung up on after being on hold for over 20 minutes. I have been given an Windows Issue number which seems to be some random number plucked out of the air to enable the agent to pass me onto an another department and a fruitless wait on hold

The access denied problem was fixed by performing the following steps:

1) left click on the lock before the URL

2) Left click clear cookies and site data

3) Refresh any webpage displaying access denied

After following the steps suggested, I get the message "Access denied" in command prompt.

Please advise how to allow permission.
