Windows 10: Sort by flag - Outlook.com

In a browser you either right click on an email in inbox or click on three dots (on right) when you are in email and click "Pin"

 

I'm using the web-based outlook.com and can't seem to sort my email and put the flagged emails at the top. I can filter everything out except flagged, and I can go to "sort by", but flagged isn't an option. Sorting by importance doesn't do it either. This seems like a pretty basic function, but I'm not figuring it out.

Emails flagged via outlook.com do not show as flagged on my Lumia 920

I've had outlook.com since August so when I purchased my Lumia 920 in November I already had a handfull of flagged emails. When I registered my Microsoft account on my phone my email showed up fine but no messages were flagged. I flagged a message on my
phone and it registered as flagged on both my phone and at outlook.com but when I flagged a new, one-day-old email at outlook.com the email never showed up as flagged on my phone--even after i received several other new emails on my phone. The problem remains,
a full month later with no emails flagged at outlook.com registering as flagged on my phone. How can i get my flagged emails to show up on both without doing it all on my timeline hone all the time?

By any chance are these emails set as "Flagged" in outlook.com? I had some emails in a stuck state once due to flag...

 

Hi gdgates.

Something changed a while back when I noticed my flagged items not on the top. Now if you "Pin" items they go to top.

At least mine do.

 

So my next dumb question is "how do I pin an email"? I've only done that on my phone.
