Windows 10: Speech-to-text only works for English but none of others? When using Windows+H command

Discus and support Speech-to-text only works for English but none of others? When using Windows+H command in Windows 10 Software and Apps to solve the problem; I added other languages to Languages, as well as Speech. I did downloaded the language packs.     I added other languages to Languages, as well as Speech. I did downloaded the language packs. They all appear under Settings>Languages with the symbols indicating basics, handwriting, speech, dictation..etc. the same way as English.Nonetheless, it always says "error...... try it later" in other languages.

    Hi.
    I have Windows 10 in spanish as it is my native language. But I used text to speed daily in some programs in english with David's voice and all run with no problem.

    Then one day suddenly the voice changed to Helena, which is in spanish. As you may imagine, reading in english with the spanish voice was a mess. I went to settings > text to speech and everything looked good (David selected). Also the programs settings were untouched. But I always heard Helena's voice no matter what voice I selected.

    Then I switched Windows language from spanish to english and everything worked normal again. I could select whatever the voice and I could hear all of them. Switched again Windows language to spanish and again all stopped working and only Helena's voice could be heard.

    What can I do to fix it? I still want to have my windows in spanish and use text to speech with David's voice. Has something changed? What do I have to do?

    'Text' and 'Note' voice commands not available

    One of the feature I like best is the voice commands, and it works on first try 99% of time. For me, only 'Call' and 'Open' commands are listed. However I see that 'Text' and 'Note' also are available according to various tips online. The speech installed
    in my phone is 'English(India)'. Why I am not able to see 'Text' and 'Note' commands?

    Do you heard of software which can read text in any application and convert text to mp3, wav, ogg or vox files? I known one - Alive Text to Speech , but it is not a free software, i can use it for 20 days.

    Do you recommend a free software?
