Windows 10: Speed Capped 1mbps Windows 10

Okay so i dont know why but sometimes my Internet speed is back to 40mbps and sometimes it capped on 1mbps what the hell just happen guys,can someone help fix this issue??pls help im struggling with this 1mbps speed and its only on my PC..

Windows 10 continuously consuming data with 1Mbps speed

After updating into windows 10; my computer consuming continuous data.

I already off all live tiles, windows auto update, any software auto updates and disabled BITS also. I already changed my wifi network to metered connection and update from one place also off. Still computer taking too much data.

The data consuming programs are not visible in Process tab in Task Manager but In performance network tab it shows receiving data with 1Mbps speed.

my internet should be 200mbps and I only get 30 the rest of my family get the full speed but me and my brother don't so what is capping my speed is it my network adaptor inside my laptop my laptop is a HP 255
