Windows 10: spencert.exe running at windows startup

Every startup I get a window with this title spencert.exe

Can it be removed ? and how ?

gatherNetworkInfo.vbs is running at startup. Do I need it?

If I may rephrase the other Insider's original question: Is GatherNetworkInfo.VBS necessary to run at StartUp and where the heck did it come from? Can Microsoft identify the publisher and require them to identify their code with the proper credentials
to run at all in the Windows operating system?

I thought Microsoft was pretty strict about code being properly identified. Why does Defender not red-flag this particular script since publisher is "Unknown" in Task Manager and other analysis apps? The script supposedly has both Read and Write permissions
in addition to Execute, which opens the network door to malicious hackers if proper identity is not enforced.

To answer your question, Cathy, the VBS is part of Microsoft's networking controls and uses Microsoft's correngine and nettrace DLLs to improve network-related performance of Windows.

I am sadly disappointed in the replies you and I received from Microsoft's reps who gave you a laundry list of questions to answer and tasks to perform (for their benefit) instead of just answering your question with a "yes"
answer. I was even told "this issue is too complex" after they had given you a ridiculously complicated reply at first that did NOT answer your inquiry. In my opinion, company experts who only fog the issue instead of answering, do a disservice
to customers. When a customer is an Insider, Microsoft should be much more forthcoming on this and every other forum.

No way could I say their replies were "helpful". btw, I am running Windows 10 Pro, Windows Home 64 and 32 bit, and Windows 8.1 and 7 on other machines so I know the VBS is Microsoft code.

You can go to windows task manager (hold on your keyboard in sequence: CTRL + SHIFT + ESC) and go to startup tab, there you can disable spencert.exe

If you find this to hard, you can use a free windows tool to do this, it's named : "autoruns from sysinternals"
-> Autoruns for Windows

Please be careful when you use this application. It is very powerful, only disable the things you know and are sure of what function it has.

still couldn't find it.....I uninstalled the .net framework recently added and the error has gone...
