Windows 10: SQL Server - unable to install on Windows Virtual Machine

I have an Apple Macbook Pro running on M1 chip. I have installed a Windows 11 virtual machine using UTM. I am trying to install SQL Server on Windows but I get an error just before installation is completed.Here is the log in the Summary.txt:Overall summary: Final result: Failed: see details below Exit code Decimal: -2068052294 Start time: 2023-01-16 15:19:05 End time: 2023-01-16 15:22:47 Requested action: Install Setup completed with required actions for features. Error during installation of SQL Server 2019 Express Edition

I'm unable to install SQL Server 2019 Express Edition. Every time it's giving me this error

Unable to install SQL Server (setup.exe)

Exit code(Decimal):-2068052310Error description: Error writing to file: microsoft.sqlserver.batchparser.dll. Verify that you have to that directory.

I'm running windows 11 on an ARM Virtual Machine

Unable to install SQL Server (setup.exe)

Upon continuing to play around with it I found a solution. It appears as if my drives created a mix up in the installation. The SQL installer installed in the default install directory (for me which happened to be "D:/Windows/Program Files/", and later
in the installation the installer tried to access a file it thought was installed under "C:/Program Files".

"Could not find a part of the path 'C:\Program Files\Microsoft SQL Server\140\Setup Bootstrap\Log\20181116_102500'."

The file was under "D:\Windows\Program Files\Microsoft SQL Server\140\Setup Bootstrap\Log\20181116_102500'."

I also had the same error as many others, where SQL Server was unable to access the internet.

THE FIX

Choose install option "Custom" (follow a tutorial if you are confused). Everything worked until "Offline Installation of Microsoft Machine Learning Components" which can be found here:

Download the four .cab files and put them into a folder. On the installer: Click Browse and choose this folder as the location.

The installation continued until I received an error saying a file (somewhere under "C:\...\140\Setup Bootstrap") was missing.

I moved the Microsoft SQL Server folder from my D drive to my C drive and the installation completed.

The only errors i received were:

Python - Failed

R - Failed

Anyone who encounters this problem, whether it be from SQL Server not being able to connect to the internet and requiring an offline install, or the installer switching directories, this fixed it for me.

KEEP IN MIND:

I used RegEdit to change my default install folder from C:/Program Files to D:/Windows/Program Files

Issues with the installer:

In the installer of SQL Server, it seems that for installing the files it uses the defualt location, but when trying to read the files later on it uses the windows default C:/Program Files.

I have seen this in multiple programs, where they ignore my default and install onto the C drive.
