SSL connections not working anymore after Windows 10 updates of August

I already asked in the KB4566782 post about this but no one seems to know, as usual, or would be any help.

A friend of mine has the issue, that most SSL connections arent working anymore after one of the August updates. He has 2004. After a short Google search it might be the update KB4566782. But the ironic thing is, he cant remove it, the KB4566782 update is installed, but not listed under the updates you can uninstall. For my laptop, it is listed to be abe to uninstall, but I also have no issues at all for my PCs.

Here are people talking about the same issue it seems:

    https://answers.microsoft.com/en-us/...c-2a7f4cc009a5

    https://answers.microsoft.com/en-us/...4-2e0440e8a315

All browsers randomly show a ERR_CONNECTION_RESET for HTTPS connections, then it stops working for some seconds or even up to 10 minutes and then working again for a short random time, and breaking again.

When it happened I also tested a wget download from a https server and it just said cant establish SSL connection. Then some minutes later it was working again.

Tried everything so far, reinstalled wifi drivers, tried different wifi drivers, reset tcp stack, reset winsocket stack, sfc /scannow, tried different MTU settings of 1400 and 1500, nothing is helping for this issue, and I am 99% sure it is somehow related to one of the Windows 10 updates.

Weird though is that I dont have issues at all on my PCs and laptops.

    :)

SSL Error preventing connection in Windows 10 - Potential Culprit Malwarebytes?

    Hi,

Thank you for writing to Microsoft Community Forums.

Yes, third party applications can block port #443 which is a port number for the secure version of Hypertext Transfer Protocol (http) used to access web pages. I would suggest you uninstall Malwarebytes as you already have Avast
security and Windows defender which comes with Windows 10 to keep your computer safe.

If you are still not able to access the secure (https) websites, then follow the steps mentioned below:

Method 1: Check if SSL 2.0 and SSL 3.0 are enabled

    1. Open Internet explorer (IE) and then click on tools menu.
    2. Then go to Internet option.
    3. Then go to Advance tab and click make sure Use SSL 2.0 and Use SSL 3.0 are checked.
    4. Click on apply and then OK.

Method 2: Check the secure sockets layers (SSL) slate.

    1. Open Internet explorer (IE) and then click on tools menu.
    2. Then go to Internet option.
    3. Then go to Content tab and click on Clear SSL State.
    4. Click on Apply and then OK.

Method 3: Reset Security settings under trusted sites zones in internet explorer.

    1. Open Internet Explorer (IE) and then click on tools menu.
    2. Then go to Internet Options.
    3. Go to Security tab and click on trusted sites. Then click on reset all zones to default level.

    Method 4:
Follow the steps mentioned in the article:
Fix network connection issues in Windows

    Hope it helps.

    SSL connection error

There are few more checks which you can go through.

    • Check if your firewall turned on, if on try to disable for a moments and try again.
    • Turned off your antivirus for a moment.
    • Update your Browser
This is also the reasons of this problem. check here https://www.beencrypted.com/ssl-connection-error/
