Windows 10: standard user account and drive formatting

Discus and support standard user account and drive formatting in User Accounts and Family Safety to solve the problem; In Windows 10 Pro is there a way to prevent a user without administrator privileges using a standard account from being able to format a usb drive?...     In Windows 10 Pro is there a way to prevent a user without administrator privileges using a standard account from being able to format a usb drive?

    "Perform volume maintenance tasks" is set for Administrators (Group Policy), which must be the default, but that does not stop formatting.

    1 user, 2 account (as standard user and administrator, with suspicious symbol ¥ )

    If you are having to check that then, to avoid accidentally introducing any regional keyboard confusion, check the settings explained in my 2nd June 2017 post in

    Change keyboard region back to the intended one, prevent accidental
    keyboard changes


    I am not suggesting that this would explain the problem but using that methodical procedure might help avoid confusing the issue by allowing an inconsistency to slip through unobserved while you are trying to fix things.

    {I am adding that linked post as a Wiki article next month so do let me know if you have any comments about the procedure or its explanation.}
