Windows 10: Start Menu and Countless other things will not work in Windows 10

So, here's the thing. I have done everything the internet has told me to do to fix this issue. I am unable to go to a repair center as my working hours interfere with their business hours. I cannot afford a new laptop at this point, especially considering that I bought this one not too long ago. So, let me tell you my dilemma:


1. Start Menu refuses to open

2. Certain Windows programs will not open or operate correctly

3. Settings will not open

4. Power, Wifi, Notification Center, Volume and Microsoft Edge will not open

5. Internet Explorer will not open

6. CPU is at constant speeds above 70% because of OneDrive setup, which btw will not force quit and gives me an error

7. Every command prompt and powershell command i have used and entered will not work

8. Batch files meant to fix these issues will not work

9. Creating new users does not work, as it is a system wide problem

10. Re-installing Windows 10, Restoring Windows 10 ans even Factory Resettung Windows 10 do not work (This is a Surface device and will not accept a USB installation drive as the bitlocker denies access, not even allowing a bitlocker recovery key to be used)

11. For some reason, the laptop doesnt register Caps Lock, even though the light for Caps Lock turns on and off


Please, if anyone has any kind of solution at all, i need help now. I cant afford to get a new laptop and i am currently unable to go somewhere to have it repaired.

          When you say "If I sign in under my user name I am in some earlier version", which version you are referring to?

          Did you made any recent changes to your computer prior to the issue?

          When you say “I cannot access the start menu and am limited to IP as a browser” Is it refers to Microsoft Edge?
          

As an initial steps, I suggest you to check for the Windows version. To do so, follow the below steps:

1) Login to your computer through user name on which it show earlier version of Windows.

2) Press Windows key + r.

3) Type winver, hit enter.
