Windows 10: Start Menu and Taskbar Not Working, Cannot Create New User Profile

My start menu icon no longer works. I cannot access the start menu using the icon or Windows button. All I get is the revolving blue circle twice.None of the icons on the task bar work as well, calendar, volume, etc., including the search bar. The icons I do have pinned to the task bar do work.I have tried a number of troubleshooting articles that included using DISM, sfc, killing the Windows Explorer task. I have also tried rolling back Windows Updates.I attempt to try to create a new user, but I am unable to. The start button does work in Safe M

Here are the possible causes why Taskbar and Start menu don't work:

• Corrupted user profile
• Corrupted or missing system files
  

Since running SFC didn't resolve the issue, we suggest creating a new user account
to recreate your Taskbar and Start menu.

IME, Start Menu/Taskbar not working is caused by user profile corruption. I suggest creating a new user, sign in, and see if the Start Menu is working for the new users. This will confirm whether your original profile is corrupted.

I also cannot create a new profile or sign in with my Microsoft account instead. These options do absolutely nothing when pressed. The blue loading circle comes up, but nothing ever opens...
