Windows 10: Start Menu Critical Error on Windows 1803

We have several computers running 1803 version of window 10 enterprise. About a month ago a issue started where randomly when a user click start button it will throw up a critical error has happened and windows will attempt to fix the issue the next time you sign in. A reboot seems to temporarily fix the issue but only for a while until it happens again later randomly. Event viewer shows "unable to load the registry. This problem is often caused by insufficient memory or insufficient security rights." The computers running have either 8 gb or 16gb of ram and when the error appears you can open task manager and view memory usage is only at 40%. I have uninstalled all patches that came out in January and December but still no resolution.
