Windows 10: Start menu only opens in full screen mode

My start menu does not open when I click the icon or press the windows key.
It opens only in full screen Settings->Start->Use Start Full Screen

This problem occurred after i created a new local account with admin rights.
Start Menu works fine in new user account

I have tried the following solutions but no luck.
1. Reinstalled the start menu
Get-AppXPackage -Name Microsoft.Windows.ShellExperienceHost Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$$_.InstallLocation\AppXManifest.xml"}
2. dism /online /cleanup-image /restorehealth
sfc /scannnow
3. Reinstall ALL built-in appsGet-AppXPackage -AllUsers Where-Object {$_.InstallLocation -like "*SystemApps*"} Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$$_.InstallLocation\AppXManifest.xml"}
4. Rebuild Indexes
5. Restarted Explore.exe
6. Turned off tablet mode.

Edition - Windows 10 pro 1909

How do I get a screenshot of start menu?

1. Run snipping tool ( If screen appears grayed out, press ESC, if not continue step 2.)
2. Click to open the start menu
3. Hold CTRL and press print Screen. Screen will appear grayed out, ready to capture.

NOTE: This will work with all popup menus ie. Windows Menu, Context menu etc...

 

Start menu and settings both wont open.

Start menu only opens in full screen mode

My start menu does not open when I click the icon or press the windows key. It does open when I switch it to full screen mode. This actually happened several months ago, but I have been dealing with the full screen mode option due to schedule. However
recently it has really slowed down my productivity. I think it's time to get this fixed. The taskbar seems to be working without issue.

Nothing seems to be working from things I have tried outside the Microsoft community. My computer is not a tablet, but I've tried doing the turn tablet function on and off again. There was a similar thread posted a year ago (Start menu only opens in full screen mode),
and I have tried all those suggestions without any help.
