Windows 10: Start Menu resets itself every restart

I recently updated to the newest version of Windows (Build 1809) and ever since the update my Start Menu keeps resetting itself. EVERY piece of software listed shows New underneath it, even though none of my software is actually new. I have also (twice now) personalized my Start Tiles (Pin to Start), with the software I use most, to make my life easier and faster, and every time my computer restarts it reverts back to the standard view that Windows comes with. This is a huge annoyance. I know I can quickly search for apps/software using the magnifying glass, but sometimes I can't think of an app name as quickly as I could click on the tile. Is there a way to force my system to keep my Start Tiles the way I set them? Can I export it and import it when it changes back again?
