Windows 10: Start menu will not launch

Hi,I need help. My start menu will not launch. I click on it and a wheel spins for a second then nothing, it fails to launch. I have also noticed that I can't open up a photo either. When I go to photos and double click on one to launch it it does not open. I need to launch the start bar to access my scanner for work. Help! I had a look to update my version of windows but it says it is up to date.Thanks

Windows 10 Start menu is empty

Hi. Steps 1 and 2 didn't do much but step 3 has restored what looks like the list of original Microsoft apps but no sign of any of the many apps I have installed. And there are no tiles in the start menu. Any suggestions please?
