Windows 10: Start Search no longer works after in-place upgrade

I've got a problem related to my Windows Search appx package W10.I made an in-place upgrade and after that, I noticed Search wasn't working from button or Start Menu. I checked the event log and AppReadiness reported that the search package couldn't be registered because the package was paused. I do not understand what this means, and I've tried using PS to reregister it, only to get the same error. I've ran SFC and reinstalled all packages.The HRESULT from the Powershell registering command is the following: 0x80073CF9

Windows 10 Start search no longer works

Many people are having this issue, and there's a lot of crazy suggestions out there. I've tried them all, and nothing worked until I did this:

• Delete the directory: C:\Users\<user>\AppData\Local\Packages\Microsoft.Windows.Cortana_cw5n1h2txyewy [REBOOT]
• Run the following command from Powershell with Admin privileges: Add-AppxPackage -Register "C:\Windows\SystemApps\Microsoft.Windows.Cortana_cw5n1h2txyewy\AppxManifest.xml" -DisableDevelopmentMode [REBOOT]

For Step 1, you'll have to boot to a WinPE drive, or maybe Safe Mode because the directory will be locked. But, if you do these two steps in this order it will fix the problem.

 

Start Menu Search not working

I followed the above step, did not work for me. Searching in start menu is very slow. Please suggest appropriate solution.
